Weather is the short-term state of the atmosphere at a place — temperature, humidity, wind, and precipitation over hours to weeks. Climate is the long-term statistical average of weather, typically measured over 30-year periods (WMO normals).

When Delhi hits 45°C for a week, that is weather. When examiners say “India has a tropical monsoon climate,” they mean decades of averaged rainfall, temperature, and wind patterns — not one freak heatwave.

UPSC tests the time dimension, the role of the World Meteorological Organization’s 30-year normals, and whether climate change means altered long-term averages (climate) versus single extreme events (weather).

Mumbai monsoon — one July vs thirty Julys

On 12 July 2005, Mumbai received 944 mm in 24 hours — catastrophic weather. Mumbai’s climate, however, is “tropical wet and dry” with ~2,400 mm annual rainfall concentrated in June–September. One deluge does not redefine climate; repeated shifts over decades would.

Why 30 years?
